Simply consumer wise: they are exactly the same.
The number is the revision number (1.3) with the letter being HDMI compliance testing revisions being added. There are currently three 1.3 HDMI cables: 1.3a, 1.3b, and 1.3c. 1.3b and 1.3c HDMI cables have no effect on HDMI features, functions, or performance because the testing is based on 1.3a specifications.
All 1.3 cables are exactly the same except for the compliance testing revisions which has nothing to do with the consumer. As far as us consumers are concerned, a 1.3a HDMI cable is exactly the same as a 1.3c HDMI cable.
The code you have to look at is the number. a 1.3 HDMI cable is better than a 1.0 HDMI cable. The current standard is 1.3, so as long as you have a 1.3 cable (letter doesn’t matter), you have the best cable possible.

“a” does not stand for alpha and “b” does not stand for beta. As long as we are in 1.3, it can go up to 1.3z, the letters are used in accordance with the alphabet, and have no other meaning.
